In accordance with federal law Russia «About state regulation of activities of the organization and conduct of gambling» by 1 July 2009, all gambling institutions must move to four gambling zones - in the Krasnodar Territory and Rostov Region, in Primorye, Altay region and the Kaliningrad region.

Experts estimate that over the next few years the flow of tourists to the gambling zone Azov-City would be approximately 25 million people a year.

Gaming zone is created in the South of Russia, on the coast of Taganrog Gulf of the Azov Sea between the village of Port-Katon (Rostov region), and farm Molchanovka (Krasnodar region).
