In accordance with federal law Russia «About state regulation of activities of the organization and conduct of gambling» by 1 July 2009, all gambling institutions must move to four gambling zones - in the Krasnodar Territory and Rostov Region, in Primorye, Altay region and the Kaliningrad region.
During 2008-2012, Russia's Rostov Region government will allocate 1 billion dollars on infrastructure development of tourist-recreation zone Priazovskoe (it will Azov-City). Financing of the Krasnodar area is carried out under the federal program «South of Russia».
